Policy Coordinator

Reporting to:

CSO Partnership for Development Effectiveness (CPDE) Executive Secretary, Co-chair for Policy and Coordination Committee

Position purpose:

IBON International responds to international demand to provide support in research and education to peoples’ movements and grassroots empowerment and advocacy and links these to international initiatives and networks. IBON International initiates and implements international programmes, develops and hosts international networks, initiates and participates in international advocacy campaigns, and establishes regional and country offices where necessary and appropriate. IBON International is the Global Secretariat host and Fiscal Sponsor of the CPDE. The post is part of the Global Secretariat.

The Policy Coordinator will provide CPDE with the necessary coordination and technical support to further its policy and advocacy objectives.

Policy coordination

· Coordinate the various advocacy structures of CPDE including the Advocacy and Policy Committee, DAC Reference Group, etc.

· Work constituency (sectors and regions) and country focal points in giving global expression to their specific regional, sectoral or national issues

·  Work with other members of the GS, including but not limited to the Communications Officer, Capacity Development Officer, the Planning, Monitoring and Evaluation Officer, to ensure the optimal implementation of advocacy activities and increase the probability of achieving advocacy objective

·  Assist in organizing advocacy and campaign events and activities

·  Monitor and facilitate platform discussions on advocacy issues


Policy formulation

· Assist in drafting policy and advocacy materials including room documents, primers, policy papers, position papers, statements, lobby documents, articles in magazines and books, factsheets, reports, etc.

· Provide support for policy formulation, oversight, advising, research writing and communications

·  Work with Communications Officer in issuing media releases of advocacy and campaign activities


Policy research and monitoring

· Conduct secondary data gathering for the purpose of developing CPDE policy work

· Develop and maintain a compilation of CPDE’s policy positions

·  Monitor CPDE advocacy activities and outcomes at different levels and ensure that these are documented and reported on appropriately



· Represent CPDE as instructed by the Co-chair for Policy, in policy arenas

· Perform other tasks assigned by the CPDE Co-chair for Policy or Executive Secretary















Person specifications: experience, skills and knowledge

1) Essential experience:        

§  At least three years’ work experience on relevant and/or related field

§  Policy work targeted at bilateral and multilateral agencies

§  Working with diverse CSOs

§  Writing clear reports on advocacy activities

§  Work in a developing country and/or experience working with organisations from the Global South.

2) Desirable experience:

§  Making presentations to civil society organisations or decision-makers

§  Involvement in an international network

§  Involvement in an international campaign


3) Required aptitude, skills and knowledge:

§  Demonstrated policy research and writing skills

§  Excellent inter-personal skills

§  Ability to work in a small team and to work collaboratively with non-government organisations worldwide

§  A very high standard of spoken and written English

§  Computer literate and familiar with Word, Excel, Powerpoint and Outlook


4) Desirable aptitude, skills and knowledge:

§   Understanding current debates on aid and development effectiveness policies and Agenda 2030


5) Willingness to travel
